The second phase of 2SCALE builds on achievements and lessons learnt from the first phase (2012-2018) and aims to be a flagship program for the Netherlands’ food security and private sector development policy and one of the leading catalysts of inclusive agribusiness in sub-Saharan Africa. The second phase of 2SCALE will be active in eight countries: Burkina Faso, Ethiopia, Kenya, Mali, Niger and Nigeria as priority countries, and Ivory Coast and Ghana as program countries with a more limited scope of activities, focused mostly on cross-border trade with the Sahel region. Looking at the current (2018) geographical scope of 2SCALE, this means the program will expand to Burkina Faso and Niger. 2SCALE will also explore opportunities in South Sudan over the coming years.
As in the first phase of 2SCALE, public-private partnerships (PPPs) are the core implementation modality to achieve the objectives of the program. In the second phase of the program, 2SCALE intends to set up 60 of these PPPs, which should lead to the support to 750,000 smallholders farmers (min 50% women and 40% youth) and 5,000 micro-small-and medium enterprises, ultimately reaching one million African low-income consumers.
Another change from the first phase, is that this new phase of 2SCALE will have a clear focus on sectoral transformation in the key sectors the program is active in (staple crops, oilseeds, fresh produce and animal protein) To ensure this can be established, the initial consortium partners IFDC and BoP Innovation Center (BoPInc) have brought SNV Netherlands Development Organisation on board in the consortium. The Partnerships Resource Center (PrC) will continue to support the consortium as a knowledge partner.
According to Paul van de Logt, Head of the food security division at the Dutch Ministry of Foreign Affairs:
"Incubating and accelerating inclusive agribusiness in Africa is key to achieve our government’s food & nutrition security ambitions. 2SCALE contributes to all our result areas: increasing productivity of smallholder farmers, strengthening ecological sustainability of farm lands and improving the nutritional status of low-income consumers. It builds on the successes and lessons learned of the first phase and is unique in its tailor-made approach to forming partnerships around business champions in the agri-food sector. The Ministry and the Netherlands Embassies look forward to a fruitful cooperation in the coming 5 years."
Finally, the new phase will also bring new leadership. Arno Maatman, the current program director who has lead the development of the 2SCALE approach as we now know it, will step down and make way for a new program director, Henk van Duijn.
